Debt Politics after Independence : The Funding Conflict in Bolivia

Tracing the origins of recent Latin American debt problems to the financial politics of the immediate post-independence period, Thomas Millington argues that the failure of Latin American states to fund their internal debts made them dependent on foreign credit. Negative political and social consequences remain today, he says, and suggests that debt management should move toward a funded debt goal and away from the floating debt framework that is endemic in Latin America. He uses the funding experience in Bolivia to illustrate his thesis.
